About Council Tools

It all began with one person… John Pickett Council—farmer, avid outdoorsman, and tool inventor. In 1886, he founded the business that today still bears his family’s name.

In the 1930’s, the Forestry Service approached Council Tool about manufacturing tools to fight forest fires. That led to the development of the fire rake. Known throughout the industry as the Council Rake, the product is still offered on the current line. Council Tools are proud to continue supplying tools to the US Forestry Service and firefighters around the world.

Today, Council Tool offers the country’s premier line of heavy-duty, American-made tools for forestry applications and for fighting wildfires. They also serve industries ranging from law enforcement to landscaping, even axe throwing — any industry, profession, or passion that requires heavy-duty hand tools.

6 lbs. Flathead Fire Axe (36 inch Fiberglass Handle)

Used in all manner of municipal fire fighting applications, chopping, battering, forcible entry, door stop, ect. 

  • Cutting edge is approximately 5″ in. 
  • Overall length and the poll is square. 
  • Dayton patterned head. 
  • Forged tool steel head. Made in USA. 
  • Body fully polished, hand sharpened, tapered bit for cutting 
  • Heat treated cutting edge produces fine grain structure and RC 45-55 (Rockwell Hardness Value) for safety, edge holding and toughness. 
  • Body coated with fire engine red enamel and the cutting edge in clear lacquer to deter rust. 
  • 36 inch. yellow clad style fiberglass handle. 
  • Traditional single bit shape. Construction is a pultruded structural fiberglass core with an injection molded jacket acting as an exterior body. 
  • The jacket is tough, durable engineered polymer. Extremely strong, non-conductive and non-corrosive. 
  • Axe head is joined to the handle with a strong resilient epoxy, forming a chemical and mechanical bond. 
  • The interior detail of the eye is tapered and allows for a strong mechanical bond. 

6 lbs. Pickhead Axe (36 inch Fiberglass Handle)

  • Traditional pickhead style. Cutting bit on one end and a pick designed to penetrate on the other. 
  • Cutting edge is approximately 5″ in. overall length. 
  • Forged tool steel head. Made in USA. 
  • Body fully polished, hand sharpened, tapered cutting edge and pick. 
  • ANSI Standards call for bit hardness of Rc 45-60, at least ½ inch back from the cutting edge. 
  • Council Tool internal standards call for tempered bit hardness of Rc 48-55 and we target 1-1/4 inches from the cutting edge. 
  • The poll and eye walls are not hardened and remain in the as forged condition. 
  • Body coated with fire engine red enamel and the cutting edges in clear lacquer to deter rust. 
  • 34 1/2 in. yellow clad style fiberglass handle. Traditional single bit shape.

Halligan Style Forcible Entry 30 inch

The Council version of the Halligan tool is the newest addition to the forcible entry line. 

  • This forcible entry tool is drop forged in one piece from 4140 alloy steel.   
  • Working ends are heat treated for maximum strength, toughness and wear resistance.   
  • The fork, horn and pry are designed for leverage and strength.  
  •  Widths and tapers are intended to allow easy penetration. 
  • Overall length is 30 in. 
  • Made of .987″ Octagon 4140 steel. 
  • Lacquer finish to show natural steel (no welds) for an easy to maintain finish and to deter rust. 
  • Made in USA. 

McLeod Tool (48 inch Wooden Handle)

Combination of a rake and a hoe used primarily for clearing brush and other surface debris and for digging in the soil to construct fire control lines on wildfires and controlled burns.  

  • Made in USA. 
  • High carbon steel blade, formed and sharpened for digging and clawing. 
  • Heat Treated for toughness and wear resistance. 
  • Black enamel finish for rust resistance. 
  • Enhanced ferrule joint for strength and durability. 
  • 48-inch American ash handle is strong and durable. 
  • Shipped knocked down, assembles in minutes. 
  • Produced in accordance with USDA Forest Service Specification 5100-353D, dated November 1992, or latest version thereof. 

Fire Rake (52 inch Wooden Handle)

Sometimes referred to as “Tool, Rake and Cutting”. Durable forestry tool for chopping, raking, moving underbrush, vines, etc. Originally developed by Council Tool Company in the 1920’s working with forestry personnel. Designed for construction of fire lines during controlled burns and wildfires. Shipped knocked down. 

  • Made in USA. 
  • Triangular shaped tool steel cutting teeth (4), specially sharpened and hardened. 
  • Securely riveted to a tough angle iron structural member. 
  • Red enamel coating on body, teeth are natural steel finish coated to deter rust. 
  • Tamp down style handle socket. Can break down easily for storage and handling. 
  • 52-inch American ash handle. This material produces long, straight grain and provides strength, flexibility and memory. Round eye detail. 
  • Produced in accordance with USDA Forest Service Specification 5100-284C dated January 1, 2000 or latest revision thereof.
